In my opinion this feels like it should be an in-character ISD issue. I'm not exactly sure what charge it would be, but sitting in a vent doesn't sound productive to the Security Department operations if there isn't an active situation.
Just disallow Dropbox, I may be an evil PAC3 user but the main thing about PAC3 that lags my game isn't oversized PACs (although I'm sure that's still not good) but rather models being imported through Dropbox.

I wish to note this has 100% been a problem, not an insanely notable to be honest but Janitor props are small and can still be used for many things.

The fact that currently only A/O-1 roles have the keycard is baffling to me as I assumed the whole idea of it was to further classify them and make people unaware of their real identity, therefore I think adding it to the higher groups of ISD would be good.
