Denied A-1/O-1 Commander Disguise Kit

What does this suggestion change/add/remove:
Gives the Alpha-1 and Omega-1 Commander jobs the Disguise Kit that Specialists get.

Possible Positives of the suggestion (At least 2):
+Sense
Every other Commander of an MTF gets essentially everything that their specialist jobs do. Disguise kits should be the same, given that they don't affect the balance of the game.

+Purpose
The Commanders often never play the Commander job, and just play the specialist job, simply because of the disguise kit. This would have the commander jobs actually be used.

Possible Negatives of the suggestion:

Based on the Positives & Negatives, why should this suggestion be accepted:
Giving a grand total of 4 people who possess some of the hardest ranks you can possibly obtain in the server a disguise kit won't hurt anything or anybody. The Disguise Kit is just a roleplay tool used to watch people in secret. It gives no advantages in combat or roleplay other than being sneaky, so people are more likely to slip up near you. That's all it's used for, but it's very helpful and fun for roleplay things.

This will also open up the Specialist jobs a bit more for the regiment, so the Commanders of the task force stop hogging up the slots.

A-1/O-1 specialist exist for a reason just go on that if you need to use a spy card.
Has already been denied many times, as they want jobs to be unique.
So why does E-11 Commander have every single piece of equipment and gun that all of their jobs have? Why not remove their shield, beam, and machine gun, and tell them to go on breacher or specialist if they want those things? Not to mention, those things are way more detrimental to game balance when compared to a disguise card, which literally doesn't do anything bad for anybody else.

There are way to many jobs with Spy cards.
Internal Affairs, A-1/O-1 Specialist. Am I missing something, or is that what you consider "way too many"? Also, why does it matter? Who is it affecting to give two jobs total in the most specialized divisions the game has the offer disguise kits? It doesn't affect balance, it doesn't affect the gameplay of other players, it just serves as utility and a roleplay tool.

As I said to Mirage, E-11 does the same thing. Their commander has every single tool. Beams, Shields, Flashbangs, Restraints, Machine Guns, everything that every other job has except the immunity to 008 and 409 that bio has, which also changes the gameplay loop and affects it pretty significantly. Disguise cards don't.

The O-1 and Nu7 model changes were also denied previously. Things change. As for the specialist job existing, refer to what I mentioned to Naffan, Mirage, and Claire. The E-11 Commander has all of the utilities that all of their specialized jobs have (which, unlike the disguise card, actually affects the gameplay of the server), because they are the commander and there's only two people who can possibly play it.
