What does this suggestion change/add/remove:
Adds SCP-207 in this location: inanimate, CL2/3 door.
Ideally located ideally in a fridge with a possible limited supply, or a safe could be there too instead.

Has something similar been suggested before? If so, why is your suggestion different?:
not that i know of.

Possible Positives of the suggestion (At least 2):
Increases your speed, allows faster reloading, and can stack with potent

Possible Negatives of the suggestion:
-5 or -10 HP per 1.5 seconds, when stacked with potent it does -10 or -15 per 1.5 sec.

Based on the Positives & Negatives, why should this suggestion be accepted:
Its ideally fun with a side of risk, and adds an easy to implant SCP thats actually possibly worth using or stealing.

This is already on US, minus the faster reloading and the HP going down (though you do disintegrate at the end), it's still a good idea though; : P

Positives and negatives of the suggestion mean like the development or what will it improve. Not actual buffs and debuffs of the SCP.

For example a negative for removing SCP-323 is less surface SCP RP.

An example for a positive is like adding a new ruling may be “Removes the need for XXX”

TBF the one on US just kills you after about a minute
