Add a display showing the status of subsystems in e&ts spawn

What does this suggestion change/add/remove:
Adds a display like the one for all 3 reactors

displaying the online/offline status of all the subsystems in real time. Something like this (just an example. placement, size etc needs adjusting)1ZDsrOl.png
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
- E&TS personnel can quicker identify which subsystems need fixing if first logging in to a broken site
- No need to scroll up in chat everytime to doublecheck what subsystems the announcer said broke
- somewhat bypassing nlr? however the rule is flimsy at best for e&ts already

Possible Negatives of the suggestion:
- Techie buff :mad:
- removes the rp of trying to communicate over comms what is broken when first spawning in (nobody ever responds)
- nlr

Based on the Positives & Negatives, why should this suggestion be accepted:
Breaches are so common its not unusual to login in the middle of one, if a blackout happens/has happened multiple systems will be offline, i feel like this would be a nice QoL buff so techies can get to work quicker and reduce the frustration for other players with less downtime on crucial subsystems.
 
I like the general idea, but I feel like being able to determine the exact status of each subsystem is a little too strong - I also recall things like this being suggested before and being denied, but I never really personally agreed with the denial reasons.

Maybe instead of exact, perfect information on each subsystem, it could give general information on broken subsystems - Maybe something you use in spawn, that could prompt per area (EZ/LCZ/HCZ) and returns with a count of subsystems that don't respond, with a cooldown. Which itself could be dependant on a subsystem (If it's not working, you know at least that specific subsystem is down).

That way, instead of being fully dependant on others to reciprocate attempts at RP, techies get more of a legitimate foot into starting RP themselves - Like if they see that a system is down in HCZ they could try going to HCZ and state their readings show a subsystem isn't working, so they need an escort to figure out which one. This way, it's not something you can just easily ignore over comms as this is based on a physical attempt at entry with a legitimate RP basis.

This also gives a potential cover for infiltration-type situations such as CI DCs as they could... Possibly try passing themselves off as techies? To go fix "broken subsystems" in HCZ? Not sure if that's too strong for them.

Either way, I agree that we can't just expect people to interact with the techies and that we should give them more... Not necessarily autonomy, but just tools to help them initiate RP.
