Partially Accepted Add Te-5 to e-11 containment Spec/Breacher

What does this suggestion change/add/remove:
[Adds the Te-5 Tool to E-11 containment spec job and breacher]

Possible Positives of the suggestion (At least 2):
[079 able to be contained during blackouts
E-11 won't have to rely on dispensers for TE-5s if 079 is breached]

Based on the Positives & Negatives, why should this suggestion be accepted:
[I feel this should be accepted because it will be almost impossible to RC 079 during blackouts unless someone has a te-5 from before the outage, although it is a slight nerf to 079 it shouldn't affect him much. Nu7 Specialist get TE-5 to raid GOI's I assume, It makes sense for E-11 to get the TE-5 To contain SCP's, Breachers job description says it's meant for raiding and excels in raiding.]

The main use case of TE-5s for E11 is SCP 079, one of tens of SCPs on the server - aside from that E11 has no purpose whatsoever to spawn with hacking tools. Consider if the E-11 breacher continuously spawned with hacking tools. Whenever they die, they can literally just RUN TO HIS CONTAINMENT CHAMBER and IMMEDIATELY begin to recontain him. They don't even need a CL4 member to open his blast door because they can just hack it open for however long they can stay at his chamber before an SCP kills them.

You'd need to be doing some mental gymnastics not to see that this would ruin the gameplay loop of 079 and whichever SCP he has breached with, since instead of actually supporting his SCPs around the facility he has to constantly force someone to guard his containment chamber from the people who are constantly spawning with hacking tools ready to hack past the CL4 door and recontain him.

In short, you're adding a tool to an E11 job whose only purpose is to contain 1 (one) SCP who is completely defenceless to stop them, so he will have to force a different SCP to guard his containment chamber (which is not fun for them). Said hacking tool will let them hack into his chamber without a CO to open the door for them and begin recontaining him immediately, which will ruin the gameplay loop of 079. It's like if you made gensec riot sergeants have the option to spawn inside of the glass room in D-block.

Allow 079 to "escape" site by hacking the CL4 keypads that are marked "Server Access". To recontain 079, those keypads then have to also be hacked or something before 079 can be recontained - maybe make 079 unable to access site in this state to not make that super OP. 079 can then use the F2 escape option, or go fuck with civvies, GOC, CI, etc.

079 is a support SCP whose main purpose is to assist other SCPs. There is absolutely no point in letting him escape when the only people who play on him will just IMMEDIATELY HACK THEMSELVES OUT OF THE FACILITY and fuck off, nobody would breach 079 if he would just leave
also every lore nerd on the server will say shit like "ermm this will actually cause an XK so it's not realistic that he can escape"

also, how does this solve the problem of E11 being able to recontain him incredibly easily? are you seriously suggesting that as a counter to being recontained extremely easily, that he should just be able to fuck off immediately after being breached?

how is this even a buff? this changes nothing except allow 079 to escape which doesn't make him more powerful in any way???

While the idea is not stupid the implementation is, imagine 079 gets a breach and instantly 2 people rush to his CC and start the recontainment, that isn't fair in the slightest, 079's main weakness his the fact that he cannot attack people, once his breach starts he is on a time limit, at some point he can get recontained, let the 079's atleast have some fun.

Well that happens already the power is not automatically go off when he breaches so peope will already have TE-5 hacking devices from the dispensers and hack him in. This is just a QOL improvement for E-11

079 should be able to hack out Cl4 scps faster then E-11 can hack a CL5.

If dispensers are down, that means 079's doing a good job. If you remove the pesky NIL door open failure thing, and make night vision easier to obtain, it's fine.

one guy hacking turbines + SCPs + bulkheads all at once w/o screwing up once is harder than RCing 079 with multiple people.
079 should get XP incentives to breach weaker SCPs to accommodate instead of just making him piss easy to RC.

The Content Team has chosen to partially accept your suggestion for the following reasons.

Instead of flat out giving TE-5 to operatives, we decided that we will add a pickable TE-5 in the Advance Armoury which will have its own cooldown, much like that SCP Beam.
