What does this suggestion change/add/remove:
Add it so NHC/SC Jobs can purchase Chemical 435 in Entities

Possible Positives of the suggestion (At least 2):
NHC/SC don't have to wait for a Police/Special Forces Regiment SNCO to give it to them.
Possible Negatives of the suggestion:
Possibly a small Increase in Chemical 435 being abused.
Based on the Positives & Negatives, why should this suggestion be accepted:
It should be accepted so NHC/SC can use the Chemical 435 without the need of a SNCO form the Police/Special Forces Regiment. I doubt NHC/SC would abuse it too much.
