Denied Adding CI and GOC cards to have effects within 914.

What does this suggestion change/add/remove:
Adds all CL1-CL5 CI/GOC cards to have an effect similar to the current foundation ones. At the moment GOI cards have no effect when put in 914 (Between Rough and Very Fine).

Has something similar been suggested before? If so, why is your suggestion different?:
Not to my knowledge.

Possible Positives of the suggestion (At least 2):
Gives 914 more uses for both research and SOP,
Allows CL2 cards to be more useful

Possible Negatives of the suggestion:
I don't see any negatives of adding more uses for SCP-914.

Based on the Positives & Negatives, why should this suggestion be accepted:
Allows for more research and SOP RP to take place, alongside giving CL2 GOI personnel more use for foundation purposes.

GOC and CI gotta break in and defend 914 during their upgrading time while DEA can literally just call out in Comms that they're using the machine and then get access to every part of GOI bases

i want to elaborate that this makes 100% sense for 914. its just for the sake of balance that it wouldnt work

although it would be fun to finally see the sacred GOC CL1 and CL2

would have to be pretty high, like a 50% or 75% chance for it to be slightly fair
since you could just dump a bunch of useless keycards in there and make them useful with no real risk since beforehand you werent going to use them

No risk at all for them still. Keycards drop so often so even then it wont be well balanced.

Absolutely zero risk for Foundation. Even a high chance of destroying the cards would be easily subverted by just how many you could get from a single raid
