Denied Additional CU spawn location

I think CUs should be able to spawn in HCZ along with E-11 as we are unable to do our jobs when the BDs are closed and the SCP trapped inside HCZ but also maintain the SS spawn for other occasions.

-It would also not be worth making a space for a spawn point in HCZ for a 2 person job

that got turned into an HCZ mini medbay for medical (on the usa anyway) plus the room is too small for a deployment zone
