Denied Allow IC Leadership to change the CL of SCPs, mainly SCP-914

What does this suggestion change/add/remove:
Allow SA/FCom to change the Clearance of SCP-914 to 3, and change other SCP's Clearances within reason

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Makes it harder for D-Class to escape to SCP-914
Benefits for Low-Pop Server Health.
Indirect CI Nerf 😎😎😎😎
Allows IC Leadership to make the decision and have more control over specific SCPs.

Possible Negatives of the suggestion:
D-Class mains will lose out on "RP" that consists of blending in, being sneaky, and killing random non-combatives and low levels, then freeing all of their friends so the server becomes a shit-show.

Tech Experts will lose their favorite hideout

Based on the Positives & Negatives, why should this suggestion be accepted:
Achieving legalized Mass RDM should be harder than just slipping past 3 GSD and a Medical Trainee because the server is understaffed. As it stands, In-Character SCP-914 already requires extensive authorizations for most usage instances anyway, and CL2 Researchers do not often use it.

Thanks for taking the time to make a server suggestion.
The Content Team has chosen to deny your suggestion due to the following reasons.

The biggest issue we have is balancing and being abused. The balancing as you can gain an advantage over other factions. And potential abuse being made as say a ci raid is going on you change the scp levels to cl5 to make it harder for them to hack the scps out of their CC. If SC really wants to change a scp clearance level they can request it to SSL with reasons why and they can vote on it.
