Rule Suggestion Allow ISD to use the SteamID on printed document in-character

What does this suggestion change/add/remove:
ISD would be allowed to actually "see" the SteamID on papers that were printed on the foundation printers in-character, allowing them to know in-character who printed any given document.

Has something similar been suggested before? If so, why is your suggestion different?:
I was unable to find a similar suggestion of this in the past using the search tool.

Possible Positives of the suggestion (At least 2):
  • Printers already fall under the jurisdiction of RAISA, which is a part of ISD, and people are already notified via popup when printing that printing is monitored by RAISA; so it already makes perfect logical sense that ISD would be able to tell who printed what document since a log of every document printed is already being kept by ISD in-character. This change would simply allow ISD to actually utilize the mechanic that is already present in the game.
  • Potential for significant reduction in the misuse of printers, since ISD will actually be able to monitor and enforce misuse of foundation assets to print propaganda, spam, etc.

Possible Negatives of the suggestion:
  • May require slight clarification about which types of misuse are dealt with in-character by ISD versus out-of-character by staff

Based on the Positives & Negatives, why should this suggestion be accepted:
This suggestion should be accepted because the mechanism already exists in the server, all documents printed show the SteamID of the person who printed. By making this simple rule modification, ISD can use this information (which makes perfect sense in our existing lore, and is essentially already present in our lore) to enforce misuse of foundation equipment. This has been a reccuring issue, as 'The Archivist' has recently pointed out, and making this change would finally allow us to really make headway on adressing this in-character.

The biggest issue is that the steam ID does not actually show the persons name / steam when they printed it.

A CI could print something, and if they flag onto Foundation it will be the same document / steam ID, or a person on 1 Foundation character could be arrested for the printing of a document that happened on another character.

If this needed to happen, the current systems would have to change slightly to include the name of the person who printed it at the time it was printed - which even then would be meh in my opinion.
 
I think this suffers from some wording issues, as IMO initially it comes across on the surface as a really wild idea, like "Wtf do you mean, ISD can see SteamIDs? What exactly are they going to do with that information, what is a SteamID contextualised ICly?" But you've made it very clear how this should be interpreted and contextualised IC - That they should be able to just determine who printed a document because "it says so" on the document itself.

I was going to write a whole paragraph on how I recall VComputers handles this, but @YandereMuffin has not only confirmed that it's still the case (As I haven't interacted with VComputers in over half a year), but also puts the problem in better terms than I would have. Essentially, the SteamID is the creator of the document and not the person who printed it. So you can copy an offending document or even just print something off of SCIPnet and it would bear the original creator's SteamID, not your culprit's.

While it's.. Geeeenerally safe... Ish, to assume that some kind of FailRP type minge document was placed by the same person who made it, if someone else makes a copy of it, they can basically spread it themselves with impunity unless caught. There would need to be changes to VComputers to accommodate this.

+support assuming a name is added as well to it (So steamID of user + their character name so its easier to determine if they are on the same character/life)

As for what it is IC: Employee Number. An organization this large is likely to have a number assigned to each employee who works for them

I would like to see something like this, just not in this form.
It would be better if we could make a scanner entity of sorts that could get the ID of the person that printed the document by a hidden printer ID that's connected to some biometrics (Like how real printers leave a certain code to be identified by law enforcement etc.). Just a way to get someone's identity in RP other than the steamID.
