Accepted Allow Radio Usage While Downed

What does this suggestion change/add/remove:
Allow people to use radios while downed.

Has something similar been suggested before? If so, why is your suggestion different?:
Not to my knowledge.

Possible Positives of the suggestion (At least 2):

• Not being able to use it physically doesn't make sense - I can use a gun, but not a radio? I can also use comms and panics, but not a radio?
• Encourages people that are downed to call for help instead of throwing their lives away getting a single pistol shot off on e.g. CI or an SCP, which doesn't make IC sense

Possible Negatives of the suggestion:

• Changes PVP balance

Based on the Positives & Negatives, why should this suggestion be accepted:
It doesn't make sense that we can't and I'm not even sure that it's not a bug.
