Denied allow sergeants to sign off on work permits for D-class

What does this suggestion change/add/remove:
sergeants would be able to sign work permits for d-class

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
heavier focus on the guard/D-class/testing dynamic
incentive to RP and to play D-class
aleviates the heavy lack of playability for D-class

Possible Negatives of the suggestion:
more guards may be upheld by escorting D-class around

Based on the Positives and Negatives, why should this suggestion be accepted:
i think the suggestion should be added to increase the RP possible to do as D-class and regular guards, which in my opinion should be the main focus of the server.

This is an in character thing, you would have to speak to GSD Leadership/Site Admin (or whoever the hell runs it).
