Denied Allow Site Managers to WL Department Directors

What does this suggestion change/add/remove:
Allows Site Managers to WL department directors

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Allows Site Managers to promote Directors without having to rely on SL or the Director to be on.
Allows Site Managers to push out promotions faster instead of waiting until SL or the Director gets on

Possible Negatives of the suggestion:
Could be abused

Based on the Positives & Negatives, why should this suggestion be accepted:
I believe this suggestion should be accepted as it makes little to no sense that Site Managers can promote MTF Commanders and up to Site Advisor but we are unable to WL Directors.

Giving out the whitelist for Sr clearance 4 should only be done by the site director and there relevant site command so as of the time we will not be letting site managers have to ability to white list Sr clearance 4
