What does this suggestion change/add/remove: Allows the spy job to steal vehicles without having the license for it ( Vehicle,pilots)
Possible Positives of the suggestion (At least 2): Makes the 30? pound job actually good and useful for ranks below CPL | Allows the spy job to be usable on both sides even if you're not in a regiment on one side
Possible Negatives of the suggestion: There is none?
Based on the Positives & Negatives, why should this suggestion be accepted: Because the job costs 30 pounds (I think), i don't see a reason why it shouldn't be allowed to steal vehicles without having the license. The spy job is pretty useless unless you're trying to steal warfunds but other than that if you're not CPL+ you can't steal anything.
