Makes the "Anomaly Extraction" CMission give a Hacking/Weapon Upgrade on completion.

+ Adds incentive for CI/Nu-7 to partake in the surface mission
+ Makes upgrades easier to obtain, as they are relatively challenging.

Based on the Positives & Negatives, why should this suggestion be accepted:
Anomaly Extraction is a fun CMission, probably the best in my opinion, but there is no reason for CI/Nu-7 to do it when all we get is 200 combat exp and 400$, meanwhile GOC gets Warfund as an incentive as usual. Adding the upgrades would give Nu-7 and CI more reason to want to complete and win the capture mission.
