Do they count as actual CL4s or no?

I was wondering does the CL4 granted to AO NCOs count towards a CL4 requirement in an application for example in SC applications where it asks specifically for CL4 roles do the AO NCO roles count towards it?

It's a fake CL4?

It's a CL4 card but they do not gain the benefits of a CL4 and they do not get IC access to their comms (they get OOC access only). It's just there to give them access to CL4 areas without granting override all over the place.
As far as I'm aware, OOC access to comms is not a thing for anything except AOD or event roles. They do have access, but afaik they're just not allowed IC to send on that, though SL would have to confirm. There's no rule saying they can't use the comms, it's just an IC thing.

I think generally everyone here is just conflating CL4 with a position of authority in RP, including the application itself. The application is likely looking for if you've had roles with some authority or RP leadership qualities, which most CL4 roles have. AO roles, except CO roles, don't really have that, so they likely won't be what the application is looking for.

AO roles are clearance level 4, they just aren't RP leaders or senior roles in any way unlike most CL4 roles are. Clearance level is separate from authority IC, and clearance level is separate from senior positions OOC, people just confuse them all the time.
