Content Suggestion Arrest Permission Changes

What does this suggestion change/add/remove:

Enable everyone to be able to arrest and unarrest people, but only ISD get to arrest people instantly, and Investigator+ get to unarrest instantly - For every other unarrest case, implement a mechanic that involves having to remove the arrested individual from the cell and/or fulfil some other kind of condition to remove the arrested state. In the case of non-ISD arrests, make it an extremely involved and easily interruptible non-instant mechanic as a way to mitigate potential abuse.

If opening up arrests to everyone is too daunting, then consider it as just a potential GM tool instead.

Has something similar been suggested before? If so, why is your suggestion different?:

This is the direct opposite of a currently active suggestion seeking to limit unarrest permissions - That suggestion comes from a US server-based perspective of ISD being seen as too mingy and abusive with arrests; This suggestion is based on the fact that I think fire is pretty and more things should be aflame so that I can watch the pretty burning lights.

...Oh, and also formalising what I said in response to that thread into an actual suggestion, because I'm curious if there's anything there.

Possible Positives of the suggestion (At least 2):

  • + Slightly more immersive arrests/unarrests

  • + A more flexible and accessible arrest system enables more potential RP scenarios - Or at the very least, GM-led Events that could interact with the system

Possible Negatives of the suggestion:

  • - False arrests become too annoying to undo (Although RDA is against the rules anyway - Staff should have access to instant unarrests for this purpose)

  • - Issues/bugs with arrest implementation causing people to be able to escape arrest when they otherwise shouldn't be

  • - Abuse

  • - Development time & effort

  • - 073 Buff (As part of 'everyone else' he would be allowed to make arrests)
