Content Suggestion Bodycams for (at least) CL4 RsD

What does this suggestion change/add/remove:
I want CL3+ RSD to spawn with bodycams. If not CL3 RSD then at the very least CL4 RSD.

Has something similar been suggested before? If so, why is your suggestion different?:

I beleive at the current moment RSD are the only group of CL4 to spawn without bodycams. Why tho?

Possible Positives of the suggestion (At least 2):
- Allows me to monitor RSD better as I don't have to walk down the hall to get to the dispenser at the other end just to buy a 25$ bodycam, possibly missing clipping the issues on the way.

- RsD CL4 improved safety

- If a CL3 is seen running around with bodycam off/removed then it can suspicious. Not necessarily arrest on site suspicious, but check their ID and advise them to turn their bodycam on suspicious. (AKA small RP)

Possible Negatives of the suggestion:

- None that I know of? Feel free to correct me.

FOR ALL CL4 spawning in with bodycams. Frankly I'm surprised this wasn't already a thing when BC's were added but this saves us a lot of hassle and lets us instantly clip things that may be happening within our respective areas around site when we spawn in.

When it comes to BC's for CL3's. I think it's departmental based and I think maybe Sergeants, Sr Researcher/Biohazard, etc would get the most out of it but I don't think it's that big of a deal compared to CL4s needing to spawn in with one.

As CL4s should have a bodycam, a part of their role as CL4 is to properly control and punish people within their department, and at least a portion of that is ensuring that proof of situations that occur are gotten - a bodycam is a tool that should be used for this.

RSD is a role about, at least from an RP and lore perspective, gathering further knowledge and truth about anomalies - and what a better way to do that than giving RSD easy access to record what they're researching on without needing to pull out a whole camera set up.
