Denied Building Subscription

What does this suggestion change/add/remove:
Adds a "Building Subscription", similar in nature to PAC3, for 1000 VPoints per month to maintain. The building subscription would give the player access to spawning up to 20 props, the adv. duplicator tool, the precision tool, the stacker tool, the remover tool (for their own props only), material/color tools, and one text screen per player.

Building Rules:

1.) Props (Including Text-Screens) can only be spawned and used in the following areas (unless S.L permission is obtained);
Facility Checkpoints (Any corridor with the dual checkpoint doors)
Core Sector Bridge
Offices that belong to you, or with the owners permission (Applies to both CI, GOC, and Foundation base)
Anywhere on Surface (Excluding directly outside or near Foundation, GOC, or CI base)
SCP Cells (Only temporarily for tests, and Event Team permission would be directly required. Props must be removed after the test is concluded.)

2.) Spawning your own props in an area with someone else's props already present is forbidden and considered "griefing", unless permission is obtained from whoever's props were initially there.

3.) Blocking pathways, or placing props in unreasonable positions that make it more difficult to pass through an area, is forbidden.

4.) Using unrealistic props or materials that do not contribute to roleplay, or props/materials that do not fit the map, will result in the props being removed.

5.) Using props to access areas that are not normally accessible in that manner is forbidden. (Such as using boxes to create stairs to the Breach Shelter bridge)

6.) Any inappropriate builds, text-screens, or other content deemed offensive by the staff team will result in an immediate revocation of your building permissions with no refund provided along with a server warn/ban depending on severity.

7.) Text-Screens or props that do not contribute to roleplay, or otherwise risk breaking the immersion of other players, will be removed. (Such as irrelevant/trolling text-screens, props with goofy materials, overly large props, or props that do not fit the atmosphere of the area)

8.) Any Moderator+ reserves the right to remove your build or text-screen in the event that they deem it to be against the rules (they will gain access to the remove tool for all non-world props placed by players). Head Moderators+ can overrule this decision. If you believe your build was unjustly removed, create a forum complaint for official clarification.

9.) Head Moderators+ have the ability to revoke or suspend your building subscription in the event that you clearly abuse it and have broken one of the building rules. This may be appealed by a Senior Admin+ and escalated from there if necessary. If a Head Moderator is not present and you are clearly griefing the server, you will be banned for compromising server health and have the subscription permanently revoked during your ban, without the ability to get it back in the future without a direct appeal to be ruled on by Super Admin+. No refund will be provided in either of these scenarios.

10.) Props cannot be moved out of their authorized zones (See rule #1) unless S.L permission is obtained. For example; spawning a ball in a checkpoint then dragging it away from the checkpoint.

Possible Positives of the suggestion (At least 2):
+Funding
The server will receive significant addtional funding. I believe this will be a popular subscription, similar to PAC3. It's increased price from 800 - 1000 compared to other subscriptions is to help mitigate abuse as much as possible, while funding the server in the process.

+Rule Foundation already set
The rules I set are a good and short foundation to set for the subscription. These rules ensure that the server does not have excessive props clogging its performance, and also prevents many loopholes and grief tactics commonly used in building. With the subscription restriction, immediately warding off many trolls, along with the easy enforcement of building (with easy tools to remove props and logs to see who spawned what) will make abuse much more rare.

+Roleplay & Refreshing Visuals
This subscription will provide the players with the opportunity to create more fresh and immersive roleplay. Researchers can spawn relevant props to enhance testing, MTF can spawn props to visually improve the checkpoints with their creativity, civilians on the surface can customize their homes individually, and overall provide a much more immersive experience with more opportunities to see something refreshing and creative.

+Fun
Building is alot of fun to many players, and is a play style adopted widely throughout Garry's Mod as a Sandbox game. Players can have fun expressing their creativity without harming server health, and also funding the server in the process.

Possible Negatives of the suggestion:
-Abuse
Despite all of the restrictions I made to avoid abuse, people are bound to ignore these rules or find loopholes at some point. This already happens with PAC3 with some troll PACs.

-Unsightly inventions
People are also bound to make the worlds ugliest checkpoints at some point. While this is technically against the rules, loopholes may be found to introduce confusion.

Based on the Positives & Negatives, why should this suggestion be accepted:
I believe, overall, that adding this would be a good thing. For the positives, the server gets much more funding for something that does not promote a pay to win or advantageous perk, people get to express their creativity in moderation, there'd be a hard limit of 15 - 20 props (along with very strict locations to where props can be used in) to promote server health, and the staff team would have all of the tools necessary to immediately enforce the subscription and squash any instances of abuse in a heartbeat. Tests could become more creative, checkpoints could become more fresh, surface RP could sky rocket, and so many other benefits.

For concerns of abuse, I say this; PAC3 is also abusable. People can use it to create blinding pacs or attach massive and intrusive props to disrupt the server, or ruin its health. However, PAC3 has been an accepted thing in the server for a long time. Staff have all of the necessary resources to enforce PAC3 abuse swiftly, and not many trolls would waste money just to have it revoked for abuse within moments. Building would be even easier to enforce, with direct logs for who made a build or spawned a prop, and easy identification of what prop belongs to who, and the tool to revoke the subscription and ban players who use it for bad. The restrictions I suggested prevent abuse, ensure that the site is untouched from props unless in one of the areas in Rule #1, and overall ensure there isn't excessive props to where it would negatively affect server health.

With the amount of money people spend on the server of course people would buy this, with the server already struggling people with lag issues, lets say 3 people buy this and use there props, that's 60 extra props, 3 out of 124 people, it mounts up and builds up.

I believe this would just cause too much lag

Even if it is just 20 props, it would still cause alot of lags considering that every player in the server could have this subscription, and everyone who has it could spawn 20 props to the server.
