Can i buy a custom character in The SCP RP server

If I'm allowed to buy a custom character I would like to have a permanent d-class and a permanent guard as for the d-class I want to be able to have a laser pointer that shaped like a gun and I want to be able to teleport around with a 10 second cooldown as for the card I would like to be able to down to heavy containment without any mtf
