Accepted Change in the Mayor Job

What does this suggestion change/add/remove:

It will make the Mayor job a whitelisted job.
It will give Mayor the command to job ban rangers
Remove Ranger's ability to unlock the Mayor's room

Has something similar been suggested before? If so, why is your suggestion different?:
While parts of this suggestion have been previously proposed, none were together.

Possible Positives of the suggestion (At least 2):

1. Enhanced Surface Roleplay
2. Improved regulation of ranger behavior through job banning

Possible Negatives of the suggestion:

Unfortunately, limiting access to the Mayor role might mean fewer people get to play as it.

Based on the Positives & Negatives, why should this suggestion be accepted:

I'm thinking an unwhitelisted Mayor job just causes too many problems with everyone doing whatever they want. Whitelisting it would give the role more importance and make Surface RP more interesting. Think of it like those CL4 jobs – they can ban people who are causing trouble. Plus, it could save admins from having to step in every time a ranger goes off the rails. Adding the whitelisting aspect is crucial to prevent abuse of the job ban feature.

Surface RP is downright horrendous and calling it RP is just disrespectful to the concept of RP. 75% of it being locked behind nothing but a cash shop purchase contributes to why it's so bad. Whitelists and level reqs should be put in place and staff needs to actually watch over what's going on on surface. (PAM anyone?)
