Rule Suggestion Change to Global Chain of Command

Rule suggestions will be reviewed by Superadmins, this may take longer than standard content suggestions.
What does this suggestion change/add/remove:

This suggestion aims to change the Global Chain of Command to promote GSD a little more & get a better clarification into where GSD CL1-CL3's are positioned in the CoC. Currently, GSD below the role of Captain are only listed as "Security Staff", Therefore by definition includes all ranks of GSD from Cadet to Sergeant. This creates huge problems as this means that CL3 roles like Sergeants, Response Units & Containment units, roles that require equal or higher experience levels similar to ISD, as well as licences similar to MTF's.

GSD are supposed to be the backbone of all forms of security within the site, yet when it comes down to command, a role such as an MTF Private, can actually issue an order to a GSD Sergeants. This does flip over to were a Cadet can issue an order to some role like a Bio-Hazard Researcher. My main concern of for the GSD CL3's so for SGT's, RU/CU. The suggestion for this is as follows;

- GSD Sergeants are promoted in the Chain of Command to be equal to ISD & DEA Agents, this is to match their level requirements, promotion requirements to Captain & the fact that SGT's require a whitelist, same as both of Site Affairs Agents. ISD serve to enforce the FLC, DEA & GSD, enforce the sites global security. With this comes the respect that sergeants deserve as a dedicated role of GSD & also to show the clear progression for GSD players.

- Second, Response & Containment units are also promoted in the Chain of Command to be equal to MTF Enlisted's, This is to match their level requirements, Licences requirements as MTF also possess & to reiterate that Containment Units are just as equal as any E-11 enlisted, with Response Units being just as equal as any Nu-7 Enlisted. its no argument that both of these roles share the same duties at E-11/Nu-7, fighting breaches, fighting GoI's & protecting the site from everything else.

- The "Security Staff" is reclarified to Include GSD's Chain of Command to avoid confusion as to what GSD's CL1-CL2's can issue per the CoC & a second addendum added to the 4.02 Departmental Hierarchy rule, include clearance levels in the way that avoids a role such as a Cadet or Guard, issuing an order to a CL3's under the All other personnel Hierarchy. <Unless allowed under departmental policy from SA or agreed by department leaders>


- This is a side note, but also fix the Captains application requirements;

Maybe.....i could not find any though.

Possible Positives of the suggestion (At least 2):

- GSD are securely fixed back into the Chain of Command, to allow them for authority.....properly enforcing that GSD is supposed to be this sites main security (definitely doesn't feel that way atm)

- Players who play GSD are more interested to going up through GSD, when a clear sense of command is made (baffles me that this wasnt done back at GSD overhaul update)

- Fixes the pathway within GSD itself when players are given the choice of becoming a SGT, progressing towards Captain in GSD Leadership, (SGT just are Leadership, same as any investigator or Sr Agent) as well as becoming a CU with their nice shiny heavy weapon already making them basically a level above any E-11 PVT & finally both CU/RU's requiring licenses & lvl reqs to use placing them securely equal to any enlisted as they hold simialr equipment, & the exact same dutes.

- Great Roleplay benefit for GSD & their quest for security & the protection of all Foundation Personnel


Possible Negatives of the suggestion:

- This does cause an increase in power for GSD, (glass half full)

Based on the Positives & Negatives, why should this suggestion be accepted:
I think this should be accepted as i believe is is long overdue for it. This should have been changes back during GSD's last overhaul & hasnt been, players currently see absolutely no upside to being those 3 roles other than different weapons & not having to be stationed in D-Block 24/7.

As a current GSD Sergeant, I completely agree with the points made in this suggestion. Right now, I get disrespected quite often, and it feels like my authority is practically non-existent despite the requirements of the rank.

GSD Sergeants put in the work and deserve at least a baseline level of respect and authority within the Chain of Command. Implementing this would give us the backing we actually need to do our jobs properly.

If only the Chain of Command wasn't this rigid server rule and something the community had a lot more control over without having to suggest rule changes, because the IC Chain of Command is an OOC server rule and we need to submit rule suggestions every time we want to make adjustments.

Anyway, +Support - I still hold the position that there is no need for the specific structure of the CoC to be a server rule. So many times in the past we have asked for this to be reworked into something that makes even any sense at all, I'll even quote the last process I put forward:
Hell, we have SCP-RP Discussion now. It doesn't even need to be a document external to the network (i.e. a Google Doc) - Which I'm aware that many in Staff have a very understandable and reasonable gripe with. In that case, make the CoC two pinned & locked per-server threads in SCP discussion - UK CoC & US CoC - Cement the control of the final list still being in the hands of Staff, but more of as an approval measure to prevent abuse, rather than something that Staff need to actively manage as a kind of rule, as I stated in the prior suggestion I wrote.

The process would then work like this: RP Leadership work out a structure for CoC, which ends at O5/Ethics. They then take that list to the relevant Staff OOC and ask the post to be updated accordingly. If there's an issue, it can be held back. Otherwise, the CoC is changed accordingly.
I'll keep saying it. There is no reason for the Chain of Command - a purely IC structure - to be an OOC server rule.

Shouldn't be an OOC ruling, directly disregards GSD as nothing more than a starting department and reflects that unfairly on GSDs command ranks. Especially GSD SGT.
