What does this suggestion change/add/remove:
Many new recruits who take the test take a very long time and do not know how to answer some of the questions. This is because they do not know where to access basic resources for the test or understand where to look for the answers for the questions. It is only when they go on the last page that they find the Chaos Insurgency handbook. Then they go back and reanswer all the questions. This takes a very long time.
To save time, instead of having the Chaos Insurgency handbook be on the last page of the application, it should be on the first. That way, conscripts will have a easier time answering some of the questions and the Chaos Insurgency will have more conscripts succeeding at the application part of the tryout.
Possible Positives of the suggestion (At least 2):

- Time is saved because conscripts will have an easier time answering and checking the questions without thinking too hard about every question

This simple change does not affect the game at all and only Chaos Insurgency tryouts, meaning that there will be no loopholes to exploit with the addition of this change and thus no negatives. Additionally, it will help conscripts who did not know where to find the handbook find the handbook, and it will also help conscripts who didn't even know that there was a handbook in the first place.
