What does this suggestion change/add/remove:
Change the consumption rate of all chemical vials, flasks, etc from 200ml to 100ml. For example, if you consume a flask containing 1L of potent duloxetine, drinking it once would leave you with 900ml in the new change, instead of the current 800ml.

Has something similar been suggested before? If so, why is your suggestion different?:
Wasn't able to find one. Attempted to use keywords. Since this has been present for years, I do wonder that someone has atleast suggested something similar, but I was unable to find one.

Possible Positives of the suggestion (At least 2):
+ Reduction in the deployment of empty flasks/vials onto the field. Although small amounts of these doesn't affect performance majorly, high pop could change that.
+ Reduces the pile of flasks containing 100ml of X, so utilization for 1L of X is maximized. This way you could take the flask out of your pocket, drink and put it back.

Possible Negatives of the suggestion:
- People with abundance of chemicals could keep anything for every situation in their inventory without having to plan to leave space in their inventory (Less of an issue for those with the backpack access).

Based on the Positives & Negatives, why should this suggestion be accepted:
This change would improve the usage of chems. Sure, this suggestion would mostly help with the usage of combat chems, like potent, cortico, anima, nhu and what not. So in a sense, this would mostly benefit the combative departments. This suggestion also helps with the members of the community, who are not as wealthy as others. For some they might not be bothered by just drinking straight from a full flask.
