Accepted CI deepcover handcuffs and elastics

What does this suggestion change/add/remove:
Gives CI deepcover handcuffs and elastics

Has something similar been suggested before? If so, why is your suggestion different?:
Yes, my reasoning I will go into more in depth but for now I'll respond to the previous denial I found for elastics a year ago:
"Elastics are easy to get via the dispensers available and are not a core part of being a DC. " - If this is true why does every other job that has that disguise card have them? I guess you could say they don't do as many deepcover missions which would be accurate to an extent however the same reasons DEA and Assessment Teams have them deepcovers share a bit. I wouldn't consider them a core part of dcs but most positions who have them don't really have that as the main part of their job either.
"Kidnapping is also not the main and only goal of DCs, and we believe that by not adding these as a default loadout item that it keeps other DC objectives open to exploration." Deepcovers bring elastics anytime they do a DC anyways? Not sure how this would actually change anything.

Possible Positives of the suggestion (At least 2):
- Makes the standard that undercover jobs all have roughly same non-weapon equipment
- Allows deepcovers to assist in more RP when it comes to surface objectives like locating civilians and kidnapping them with cause

Possible Negatives of the suggestion:
Ive responded to the previous denial I guess this could come with the consequence of more kidnappings but then again SOP and GOC have had this for awhile...

Based on the Positives & Negatives, why should this suggestion be accepted:
This suggestion comes from the simple fact that GOC and foundation both have elastics and handcuffs with their disguised jobs. I think the fear of kidnaps happening in deepcovers more isn't accurate as almost all deepcovers dispense this before DC raids. This suggestion primarily is for surface as like I said most deepcovers will dispense items before a DC and while that can be inconvenient thats not my reasoning for the suggestion.
 
Support but like dispensers CANNOT be this hard. But it is painful having gear then dying on surf and having to wait to get more
If it’s not this hard then it can be removed form other jobs i guess? Like why does CI have to be the only faction who has to sit at a dispenser and wait for a 10 and 15 minute cooldown.
