Gives GOC & CI a research template in the “New Document” tab.

Possible Positives of the suggestion (At least 2):
- Promotes research RP in both GOIs
- Makes Research documents easier to write.
Possible Negatives of the suggestion:
- May not be used as much by them.
Based on the Positives Negatives, why should this suggestion be accepted:
Overall, it helps both factions write more organized research documents that can help and improve RP.
