Denied CI should spawn with Elastic restraints

What does this suggestion change/add/remove:
Ci medic should spawn with elastic restraints

Possible Positives of the suggestion (At least 2):
waiting for 15 min for elastic and there a war on suface and kidnaping will
be more easy also. alpha+ or higher can spawn with elastic also if dea
can spawn with elastic.

Possible Negatives of the suggestion:
i can see dea and nu-7 getting salty about this suggestions

Based on the Positives & Negatives, why should this suggestion be accepet:
why this be accept because ci can kidnap

im a CI main but this kind of thing has been denied before, this would be very powerful in favor of whichever job gets the restraints and is completely unfair to DEA/Nu-7/foundation as a whole if we're all just capturing machines on spawn

You have dispensers for a reason.

-Ruins the Point of Dispensers
-Very unfair to Nu7
-Other CI Jobs spawn with them, if you can't get it from a Dispenser get them to use their Cuffs Instead

Would be a bit OP for us, but does slightly balance DEA spawning with both immediately
