Denied CI should spawn with Elastic restraints

What does this suggestion change/add/remove:
Ci medic should spawn with elastic restraints

Possible Positives of the suggestion (At least 2):
waiting for 15 min for elastic and there a war on suface and kidnaping will
be more easy also. alpha+ or higher can spawn with elastic also if dea
can spawn with elastic.

Possible Negatives of the suggestion:
i can see dea and nu-7 getting salty about this suggestions

why this be accept because ci can kidnap

if this does get accepted, give Nu-7 them aswell, we got denied because we can ask others who do have them or get them from dispensers, so I dont see why you should get them when you can do the exact same.

CI is a counterpart (Of sorts) to Nu7. If you want CI to have cuffs since DEA have them, Nu7 would need them too.

If the issue is 1 side having Cuffs and the other doesn't then just suggest for DEA to no longer have cuffs
