Yes, since SCP's now have a hard-coded limit of how many samples and how fast they refresh, the rule of "3L per 30 minutes" is gone. If you have the opportunity, you may sample as much as you want from any SCP.

The people above have said it well, just keep in mind however that you may still be subject to In-character penalties. (And surface SCPs may still only be sampled for 30 minutes due to a termination requirement after they have been cuffed/captured for 30 minutes)
