Denied Combat Medic Spawn reverting

What does this suggestion change/add/remove:
This suggestion would revert the change that moved Combat Medics out of medbay and into SS. Currently Medbay has 0 defences despite being in the centre of the sites chaos and is only filled with non-combatants making it an easy kill farming ground which Ci, D-Class and SCP players are not shy to abuse. This reverting would give medical back their only defensibility and would keep all actual medical staff together in the area dedotated to Medical staff.

After-post Edit: IC Rule Addition ( for USA At least)
- Combat Medics may only enter D-Block under specific prompts
-- Getting a D-Class for a Medical test or Evaluation per request by another Medical staff.
-- Is requested to be an escort for a Clearance 3+ Test due to lack of applicable cl3 Gensec staff for research escorting
-- Combat Medics are Requested for backup during a Code 2 by a Gensec Captain+
-- A Sweep is going to take place and a lineup for preparation is announced.

Possible Positives of the suggestion (At least 2):
- Medbay Will once again be defended.
- Medical staff will be reunited and kept in the same area
- The useless room in Medbay which has not actually been properly used for anything since USA SCP-RP (and probably before) was created will finally have a use
- the room they currently spawn in could be turned into a Security meeting room if Containment Specialists are ever moved

Possible Negatives of the suggestion:
- D-Class's Gameplay loop of "run out of D-block to kill people or run as far as they can" will have resort back to being unbalanced against them despite D-Block being Combat medic's last priority under everything else.
- CI would no longer be able to calmly walk into Medbay and kill all the medical staff in there not intervening with the raid in any way.
- Would make the Room in SS have an empty feeling due to only having 1 misc job spawn in there.

Based on the Positives & Negatives, why should this suggestion be accepted:
I believe this should be accepted as the change that took combat medics out of Medbay made Medical completely undefended during any threat despite the fact the rest of medical not being allowed to defend themselves. This could also help people needing a medic in Medbay as sometimes there's just not enough non-combative staff in medical online/on the medical role to be able to take on the duties that other people require medical to accomplish IE Curing people, EST and so much more.

It sucks because they can't. I'm still -Support but I loath when people force OOC issues into IC, and say you need IC policies in-place for IA to enforce, when IA doesnt enforce 90% of the IC rules, and O-1 abuses all the time making any IC rule utterly worthless if an MTF is breaking them.
and when someone like IA goes to restrain o1 for breaking site policies they get shot down and 01 arent punished in any way lol

A common theme I have noticed about your time as DoM is that "medbay being defended" is a huge deal to you, but realistically in the event of a CI raid that goes to medbay or a dclass getting to medbay (both relatively rare occurances as HCZ/914 are way better targets), GENSEC, DEA, Nu-7, O-1, and A-1 will be there like an angry swarm of bees.

Combat Medics are already in a bad spot, putting them in SS was a good change and I think overall they (and containment specialists) need to be moved from Medical/Site Staff to Security Staff controlled by GSD (Other Combative personnel).
