Denied Convert the office/medical area of LHCZ into a secondary bunks

What does this suggestion change/add/remove:
This suggestion reworks the Area used by spiral and atrium in LHCZ to a secondary bunks for all e-11 to use and spawn into.

Currently on UK its a CO office, and on US its a medical center.

Has something similar been suggested before? If so, why is your suggestion different?:
there probably was a suggestion for a LHCZ spawn but not in this way

Possible Positives of the suggestion (At least 2):
E-11 get a spawn into LHCZ increasing there effectiveness over heavy containment.
it takes a rather largely unused area by E-11 and converts it into an actually useful location

Possible Negatives of the suggestion:
there may be an issue with SCPs being contained to quickly.
Ability to handicap CI during breach raids

Based on the Positives & Negatives, why should this suggestion be accepted:
based on both i believe this would be a cool idea to try out and at minimum give a test run to Servers since content and the SSL team is currently looking into ways of improving there quality of life. a spawn in LHCZ has been wanted for awhile now.

**Due to how it affects SCPS and there breaches a 1-2+ week test run should be done first before full implementation**

-support this would give e-11 three spawns to choose from pretty much allowing e-11 to spawn very close to a callout. Seems like it would just remove any walking for e-11 especially in hcz

Realistically it’s not needed and a bit too strong

Also, we don’t need to give EVERY room on site a purpose officially, empty rooms are amazing for rp creation from gms, which cannot be done if they are given a form in official capacity.

Give every Foundation job a secondary (or tertiary, depending) spawn inside that LHCZ room, D-Class included. Make it a spawn ball pit free-for-all.
