What does this suggestion change/add/remove:
Generally, this would change the CI Deep Cover role from that one that spawns in base and gets stacked up, to one that spawns in Foundation with pre-ready disguise and with some mild downsides. The changes would be as follows:

Similar things certainly, just the other day there was a silly suggestion to give DCs CL1s. I've also spoken to people with this same idea so it may be floating around somewhere in the aether - unknown to me.
Possible Positives of the suggestion (At least 2):
Innately because of the nature of CI as a faction, and Deep Cover as a role, some of the things I mention as positive or negative may be viewed in the opposite direction depending what faction or side you're viewing this as, I have done nothing to remedy this.

Now I do wildly understand why people would hate this suggestion however I believe it would (at least for me) increase my interest in playing Deep Cover and make the first moments of Deep Cover feel better, while actually strengthening the overall Deep Cover play style along with it - allowing for more frequent ones and for Deep Covers to overlap if needed.
I also think it would weaken CI on surface which is something I consider to be a positive as I do not think that CI should have such a tight grasp on surface, while not weakening their Deep Cover ability within Foundation by a lot (I guess depending on who you ask).
Overall, I think this suggestion is good, interesting, and cool. I just like the idea

- Instead of spawning in CI base, all CI DCs would spawn in Foundation in a random non-combative CL1 spawn room (Trainee room, Engineer room, Jr Researcher room, Kitchen, Janitor room).
- They would also spawn with the disguise and CL1 keycard of the related room they spawn in (If they spawn in the Researcher room, they would spawn with a Jr Researcher disguise and a CL1 Jr Researcher keycard).
- They would spawn with all of their regular Deep Cover outfit other than the CL3 CI keycard (which would be removed to let them blend in), with the bonus of spawning with Elastic Restraints.
- The "Deep Cover Raid Cooldown" would no longer exist, but rather now the Deep Cover job would have a 60 minute death cooldown (similarly to Thaumatologist) with 2 slots. Allowing for them to be used at any time by CI, whether together or apart but with the condition that if a DC dies that slot is lost for 60 minutes and cannot be used again (however could mean a DC is used and dies, then a second DC is used - allowing CI to always have a DC in site if played well).

- Deep Covers spawn with a disguise and matching card - allowing them to instantly get to Deep Covering without needing to acquire one on surface or hoping you can sprint up to some random victim and FearRP them before they shoot you. However this could also be argued as a negative, as it would mean they could not enter the site with a CL3 DEA disguise you stole from surface.
- Lack of ability to use DC on surface - This is also on the negatives side, however for anyone other than the CI and DCs this is 100% a positive. Deep Covers on surface are very annoying to deal with and because they can always respawn and (sometimes) get a disguise they are very annoying to combat.
- Deep Covers can occur at any time - Because the Deep Cover role would no longer be raid based, and instead job based, a DC 'raid' could occur at any time and (assuming each DC spends at least 30 minutes alive in the site) CI could have a situation where they always have a Deep Cover in site just waiting.
- Deep Cover Respawning - Because of how the role could work, 2 CI could both play Deep Cover at the same time - and if one of them dies (and the other remains on site for a while) that dead one could re-join the 'raid' and they could strengthen themselves without needing to exit or die.
- Just more interesting - More of a strange positive, I would just find this so much more interesting than the normal DC start, for both sides. Truly I've probably had more DCs end simply because I have been caught entering than I have actually being sussed out and found as fake, and this would stop that.
Possible Negatives of the suggestion:
- Deep Covers no longer spawn with their CL3 - although this could go both positively or negatively, without spawning with a CL3 you cannot instantly acquire specific items from the dispensers (notably field kits), this was considered which is why a portion of the recommendation was allowing them to spawn with Elastic Restraints. As I mentioned, this could also be a positive as there will never be a pesky time when you get caught because someone somehow sees your CL3 CI card (although normally it is stripped away).
- Refunding hell - Reasonably some Deep Covers will only be caught because someone broke the rules against them, and roles with timers are always more annoying to refund for staff. I do think this would be a serious problem to be honest, although refunding DCs is annoying anyways.
- Lack of ability to use on surface / against GOC - With this idea the DCs would instantly spawn into Foundation, they would no longer be easily usable on surface or against GOC (as they wouldn't spawn in GOC). Meaning trying to DC into GOC base as a raid would require a DC to first escape Foundation, then get a working GOC disguise and keycard, and using the DC on surface would require reaching surface and then getting a surface disguise.
- Evil Implementation Time - As with all suggestions, this idea would take time to implement and may not even be possible without changes to the keycard / disguise system. Who knows.
