Accepted Cut Comms

What does this suggestion change/add/remove:
Adds the ability for level 4 personnel to cut an individuals access to type/see comms through the personnel tablet.

Possible Positives of the suggestion (At least 2):
- Stops info-breaching.
- Gives level 4s more access to control what is said over comms.

Possible Negatives of the suggestion:
- Guidelines need to be made or else it could result in abuse.
- Needs to only be able to be used against level 3s and below otherwise it could be abused.

Based on the Positives & Negatives, why should this suggestion be accepted:
Lately, there has been a ton of info-breaching in comms from Nu-7/DEA who are captured and Class F'd. If a level 4 person could access the personnel tablet and cut their comms, it would solve the issue instead of them just repeatedly info-breaching everything under the sun. It'd be a really good tactic against info-breaches via comms.

This is almost needed (For US) CI infobreaching isnt even RP. yet its something that interrupts RP. it sometimes gets to a point where a infobreach will happen and no one cares because of how often it happens. I think infobreaches should be more than calling Dblock, or using /oc.

This would help to combat minging but maybe don't give to all CL4. Just dept heads of their respective departments e.g. DoR can cut research Comms and CoS can cut GENSEC comms
