What does this suggestion change/add/remove?
Allows for DEA to purchase vehicles using Warfunds.
Purchasing Permissions:
DEA Special Agent -> Allowed to purchase vehicles but they must be approved by Manager+ and/or Site Administration.
DEA Manager+ -> Can purchase warfund vehicles without approval.
This can be either armored vehicles or non-armed vehicles.
If uniqueness is a problem, then allow for DEA to deploy non-armored civilian like vehicles so that they can use them for jobs like Undercover agent or general undercover operations that require civilian vehicles.
Has something similar been suggested before? If so, why is your suggestion different?

Based on the positives and negatives, I think this should be accepted. As of now, external affairs only has a couple (useless) ways to spend warfund on their side. Meanwhile NU-7 is allowed to purchase vehicles that actually serve a big purpose in surface combat. Additionally this change would allow for better disbursement of warfunds instead of having a big chunk of money for no use. External affairs can only deploy ammo and drones, which are utterly useless to any sort of surface operations. When NU-7 is in-active, having the ability to deploy vehicles would help tremendously, even if locked to special agent+.

- Allows for DEA to purchase warfund vehicles instead of restricting them only to NU-7.
- DEA can use warfunds more often.
- Allows for warfund cash to be drained instead of building up for no use.
- More variety for DEA warfund use.

- May be inaccurate to SCP lore, because NU-7 is meant to be stronger.
