Denied Departmental CCTV Monitors

What does this suggestion change/add/remove:
Adds a single monitor in Departmental Offices (maybe could be expanded to MTF's) for area's tied to the department (these monitors would be in the director/chiefs offices). This could also be expanded in the future by adding Area's to each monitor if logically requested.

Medical
- Medbay

Research
- Research wing
- LCZ Inanimate (since most tests are there)

Gensec
- Security Sector
- D-block


Possible Positives of the suggestion (At least 2):
- Leaderships will be able to watch over their staff to make sure people are behaving during downtime for the leadership of [x] Department.
- makes general sense for people who run departments to be able to oversee their area's

Possible Negatives of the suggestion:
- Could fuck over Ci raids that are thought out if someone randomly see's ci actions in the corner of their eye
- would give leaderships a reason to avoid interacting with their departments over safely watching (at the same time people can and usually do change how they act in front of people who can punish them)

Based on the Positives & Negatives, why should this suggestion be accepted:
i believe this should be accepted as this is an easy to implement request which sorta makes sense for leaderships to be permitted to view their staff within their offices instead of "hogging up" a room that is used by everyone to view the entirety of LCZ or HCZ.
