Accepted Disable "Materialize" for Type Greens when Contained

What does this suggestion change/add/remove:
Disables the Materialize ability when the Type Green is contained. It's abilities would only work if it's breached.

Secondary solution is to add a rule where SCPs cannot attack anyone outside of their cell unless they're attacked first or they're breached.

Possible Positives of the suggestion (At least 2):
+Less Minginess
+Logical

Possible Negatives of the suggestion:
-Less testing opportunity regarding Materialization

Based on the Positives & Negatives, why should this suggestion be accepted:
It's happened time and time again where 7722 or another SCP will break the Type Greens doors, then both Type Greens manifest sanctums or AUGRs or other powerful guns and shoot from inside their cells. MTF can't do anything to combat it, and both Type Greens combined can kill just about anyone who enters the room or the hallway outside of it. Even if MTF put up Anchors, they'd still have the guns and nothing would change. If MTF wasted their time to spend 10 minutes trying to kill each Type Green, they'd simply respawn with full HP 5 seconds later and repeat the process with max energy. Trying to get a Tech Expert or Engineer (non combative roles, and the only roles with repair tools) to fix the doors while the Type Greens are spamming their guns AND while an SCP is camping the room with their protection is nigh impossible. This ability while contained has only been used by Type Greens to minge, and nothing else. I have not seen a single test down about materialization anyway.

Not to mention, there are reality anchors in the Type Green cells. That should nullify their abilities to make things appear from thin air. The Type Greens are already overpowered and not fun to play against at all, please give us a break to not have to deal with them even when they aren't even breached.
