What does this suggestion change/add/remove:
This suggestion would add the ability to "hack" document cabinets bio-locked to GOIs or locked to certain clearances for a random document in the entire cabinet.
As it is now, the only way to get documents to steal from other GOIs is taking them off a bulletin board or printing a document from the SCIPNET that is without a doubt wildly outdated and has probably been printed and "stolen" a million times.
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
I think that this could possibly increase the amount of RP happening between the three factions, as it is now, most factions keep their documents that if stolen could be used as leverage in all the bio-locked cabinets that you can't take from.
I also think you'd see more activity out of departments like DEA who benefit from the RP that comes from stealing documents and important info from other GOIs like Chaos
Possible Negatives of the suggestion:
Depending on how you set it up, it could possibly be used by minges to steal documents they shouldnt normally have.
It could cause very important documents that were being used for very important RP to go missing and/or destroyed.
Based on the Positives & Negatives, why should this suggestion be accepted:
Like I said before, the SCIPNET is outdated for most groups, and everything good is locked behind bio-locked cabinets, by adding this you open up a few avenues to more RP.
