What does this suggestion change/add/remove:
This suggestions would add one (Or both) of the following:
>Adding a cooldown to buying drones (10-20 minutes)
->(Edited) This would also add making it that so you cannot holster drones to prevent people from stacking up drones to avoid the cooldown.
>Add more counterplay to drones, such as a Drone Jammer or Drone Gun to specifically deal with them (These would be accessible on limited jobs - Up to the CT's discretion).

Has something similar been suggested before? If so, why is your suggestion different?:
Nope!

Possible Positives of the suggestion (At least 2):
Less Unfair for CI as they don't have to deal with a constant barrage of drones that have little reward for destroying.
DEA have to play more carefully with their drones, and can't spawn one in 5 seconds after 1 dies.
Encourages DEA/SOP to leave more to call out CI raids rather than constantly relying on drones.

Possible Negatives of the suggestion:
SOP nerf. Although not a nerf in their combat ability, this is still a nerf.
CI have an easier time raiding, as if they destroy a drone they have a semi-guarantee that they won't be scouted out for awhile (By that specific drone at least).
CI have a harder time counterplaying drones in some cases - Being completely unable to holster them, and being forced to shoot them down.

Based on the Positives & Negatives, why should this suggestion be accepted:
Currently, CI raids have been a lot more arduous because of drones calling CI out a lot of the time. It has encouraged SOP to sit within base/compound, and have 1/2 DEA sit with their drones scouting surface, as there is no reason to go outside. This doesn't encourage surface activity, and is boring for CI. Drone gameplay likely isn't also the most fun, just flying above where you can't be shot, calling out CI who leave base but never engaging them unless they raid. Furthermore, drones are inherently very good. Due to the lag of the server alongside the drones tiny hitbox and decent healthpool, they are very annoying to destroy, with it having taken 2/3 CI around 2 minutes to destroy one that was just hovering over our heads. Altogether this makes them extremely low risk, high reward, which should be changed.

My understanding is that DEA (at least on UK) have spontaneously discovered the use of drones and made it the meta overnight, which is all well and good in terms of organically figuring out that you can get good and actionable information if you do X, Y & Z. But the problem therein seems that it has discouraged engagement from CI and caused them to turtle more, as issues with hitreg and lag make dealing with drones from a CI perspective unreasonably difficult - And as a result of not having any reasonable way to directly confront this use of drones, the discovery of drones' usability in this way harms server health. Thus do I agree with the prospect of looking at drone gameplay and adjacent.

drone jammers are alr on the server and theres one in nuke room (the little box thing with off/on)

make the cooldown 5 mins at best

other than that +support
Drone gameplay likely isn't also the most fun, just flying above where you can't be shot, calling out CI who leave base but never engaging them unless they raid.

Honestly, I understand drones being annoying but DEA barely have a kit comparatively to CI for surface combat, and same for Nu7. It encourages careful scouting and actual raid prep rather than loading into two vehicles and running. I understand its irritating, but why would you be able to raid one of the most powerful organisations in the world without some level of recon?

Also, you can just shoot them down. I dont know, I'm glad DEA is using them, as its the only reliable raid counter. And what, it prevents one wave of prep for a raid where sometimes we see CI sat in garage for over 30 minutes to get keycards, which would be the alternative of me suggesting its not allowed imo. (Under the guise of well we cant counter this easily!!)

Ideally, you shoot them down or use jammers. Kidnap DEA with drone kits and force them to use them to aid you. Roleplay it out, dont take away one of the solid pieces of counter kit thats available to foundation.

On US all of DEA constantly sit inside there base and use a drone to safely scout all CI Raids, quite frankly its impossible to counter drones, takes 10-30 seconds to shoot one down just for it to be right back there within 10 seconds, and by the time its destroyed a raid is already called out.

I’m not asking for drones removals. Hell I would fight against that no matter how much of an annoyance I see them as while on CI. That was supposed to be one point, incase drastic measure was taken.

In terms of cool-down, I don't think its needed. I don't think players should be paying for drones individually, just like when GOC wants special kit, it comes from a warfund, meaning foundation will actually have motivations for surface tasks rather than internally set. If its warfund dependant, and done via authorisations, that'll serve a nerf while players dont need time limiters / to spend their own dolla

I had like a paragraph or two about balancing, but rn I'm taking the opportunity of no migraine to play prophunt

Nono I think you misunderstand

I think that would be a better way to nerf it. It requires more surface interaction, CI/GOC can counter drone purchasing via the fights for objectives. This then, means that once its in warfund, alike GOC needs to be approved by a CO. So instead it becomes a process to do it, rather than cooldowns/expenses if that makes sense?

Uh, so, right,

I was planning to make three points. One, in the case of someone looks at this and goes "theres no place for drones", then I just generally disagree with the nerf you want implemented, for the real simple reason of which two is the warfunds, and three talking about just more opportunity: theres a way to do it which could provide more for people to do? If that now makes more sense.

DEA kits have already been nerfed into the ground this year we do NOT need anymore nerfs especially to the utility kit.

i am schizo

not replying to the whole thing because we talked in DM's about it, but basically they think drones should work the exact same as the suggestion proposes, but instead work within F's warfunds system.

Personally I would prefer my method, as it is more simpler, and we don't know when tf warfunds are coming out for F, but this method works too just fine.

I understand DEA dont get much but is it to much to ask for a slight cooldown on drones? Or even Give CI a Job with Drones.
