What does this suggestion change/add/remove:
This suggestion would be to add a second loadout to E-11 Operative / Biohazard Spec similar to Gensec SCUs/Officers or DEA Operatives.
E-11 not having a beam on spawn is pretty goofy considering our entire point as a regiment is to contain SCPs.
While we do have beams in our spawn it would be better just to cut out the middle man and also give Operatives/ Bio-Spec a choice between two different weapons on spawn rather than one (that is also shared with our CS).
This suggestion would result with two loadouts for E-11:
Loadout 1 : FHR-40 and Containment Beam
Loadout 2 : Karma-45 and Containment Cuffs
The idea is to add another option for these jobs to be able to respond to different situations, but keep the beam to the FHR kit as to not encourage a 'meta' loadout.

Many suggestions for E-11 have always been about buffing our guns or giving us new ones, but I personally believe that our two main weapons are strong and suited for SCPs.
This change would be for the purpose of providing more diversity to the Operative / Biospec job and increasing the viability of the E-11 Operative, not just buffing the FHR or Karma.
Possible Positives of the suggestion (At least 2):
Operatives / Biospec would be slightly buffed for being able to choose a loadout with the Karma-45; an arguably better choice than the FHR for SCPs at the cost of not having a beam.
Considering we only ever spawn with cuffs, this would make it so Operative/Biospec can swap loadouts if on cooldown for one or the other types of recontainment tools.
E-11 die quite often so giving them the option to swap loadouts to be able to have a 'second chance' would help with being able to RC things in HCZ before they reach LCZ.
Possible Negatives of the suggestion:
If buffs/nerfs happen to the FHR/Karma-45, it could establish a meta and completely eliminate the point or want to use one loadout or the other.
As it was told to me by a member of the content team, E-11 do not spawn with both cuffs and a beam as a whole team with both is much more powerful than a team with only one of either.
The addition of the Beam to a loadout could make it more frustrating for those using the Beam loadout due to there being no cuff pickups in our bunks.
Based on the Positives & Negatives, why should this suggestion be accepted:
This suggestion would be a relatively small buff that would mostly be for uniquity and QoL rather than just directly buffing a kit or gun.
The Karma-45 and FHR are already great guns for SCPs; I do not believe they need to be changed, but I do believe Operatives/Biospec need more options to adapt to a situation.
This would also add more situations that could become flexible with the addition of SCUs or CSs.

It's quite a common sentiment to hear for members in E-11 that the gameplay loop and balance has been relatively the same for quite a while. While I am realively new to E-11, I still wanted to pass this idea off as multiple senior members as well as a member of the content team told me making a suggestion for this would be a good idea.
I still think the FHR and Karma are very good weapons for scps, and while I'd like the CS to have an MK8 or RPK to put him on-par with the Gensec Containment Unit, I can see how you don't want to give E-11 two jobs with LMGs.
