Denied E&TS/Engineering Restructure

What does this suggestion change/add/remove:
This suggestion would make the following changes to the engineering/E&TS department that (as far as I am aware) do not require dev work:
  • Add one new job, the Director of Engineering
    • CL4
    • Whitelisted, same application process as other Director/Chief roles
    • Non-combative
    • Same loadout as current Technical Expert, plus 25 armour (would likely go into areas like CL4 SCP containment chambers regularly, as a CL4)
    • Can job ban IT Technicians, Engineers, and Senior Engineers
    • Can job approve Senior Engineers
  • Edit Technical Expert job
    • Rename to "Senior Engineer"
    • Make CL3 instead of CL2
      • Give overrides on all doors it already currently does, plus SCP-079 and SCP-682 containment
    • Make it require job approval from department director (may require minor dev work, not sure)
    • Make the job level requirements Total 40/Support 20, similar to Senior Doctor
  • Edit IT Technician job
    • Make CL2 instead of CL1
      • Give overrides to any doors it currently already has, plus any CL3 offices or similar rooms (basically any rooms that would have terminals that are low-risk)
    • Make the level requirements Total 20/Support 10, similar to Doctor
  • Edit Engineer job
    • Give door overrides to any CL2 SCP containment chambers in LCZ
  • Create a Discord channel for the Engineering department (one for each server), accessible via role selection like Medical/Research/Security
  • Create a Discord channel for Engineering leadership (one for each server), i.e. the directors and SA+

In addition to this, I suggest one thing that does require (hopefully minimal) dev work. This can/should be done later, and not hold back the non-dev work from being done first and ASAP (please for the love of gods do not delay things when it's not necessary). Namely, the creation of a new prop placer tool for E&TS roles that can place the following props:
  • models/props_downtown/sign_donotenter.mdl
  • models/props_c17/streetsign004f.mdl
  • models/props_fortifications/traffic_barrier001.mdl
  • models/props/street/contruction_barricade.mdl
This placer tool should then be given to the Engineer, Senior Engineer, and Director of Engineering jobs.

Related, it would also be nice if the offices next to CPC inside PW would not be removed as is currently planned, or, if they are anyway, some equivalent space be added in any upcoming changes. 2/3 of these rooms are currently the E&TS spawn area on UK, and it is very useful, and all three of the rooms are actively used, so removing them doesn't make any sense. I can understand changing or updating them, or reworking PW entirely but with the same number or greater of equivalent space, but removing them outright doesn't make any sense when they are all actively used.

Has something similar been suggested before? If so, why is your suggestion different?:
Various changes have been suggested before and either accepted and later dropped, or denied outright. There is also a currently open suggestion to make similar-ish changes, but not quite the same thing. This is similar to a lot of suggestions regarding this department in that:
  • It doesn't request any jobs to be added other than a single Director position
  • It keeps the department roughly the same size (I have heard complaints from SL that changes would make it bigger and they don't want this, so this avoids this "problem") while still improving roleplay potential
  • It doesn't require any major dev work, to my knowledge, and should only require SA+ to configure it and maybe some minor configuration or similar changes that a CS could likely do in 5 minutes, or a dev could do in a similar amount of time (e.g. I believe the job approval system may not be configurable, and may require a dev or CS to copy over that system for the Senior Engineer job)
I believe there has also been significant enough interest that CT and SL/NL should stop just ignoring it. The current engineering jobs are all massively limited in roleplay ability by the current state of things, and this is a very well known issue, causing them to be known as "minge jobs". Despite this, and the many previous suggestions, including multiple accepted ones, the previous GitHub ticket tracking the creation/reorganisation of this department has been closed as "unwanted"/"not planned".

Possible Positives of the suggestion (At least 2):
  • Significantly improves the included jobs' roleplay opportunities
    • With actual organisation, the directors can actually arrange cross-department roleplay and the like, and it opens up a lot of roleplay opportunities like this, and involving CL4+ generally
  • Improves oversight and reduces these jobs being used to FailRP
    • It's currently a known issue, and isn't helped by there being essentially no consequences, in-RP or not, to doing anything like this. Nobody ever gets job banned (only SA and SC can do it), and there's no route for anyone to report issues or get anything done about anyone. Given their current reputation, nobody ever even tries, because it's known there's no point.
  • Gives an actual path to progression
    • It is currently only IT Technician/Engineer -> Technical Expert. This would make it actually sensible, as Engineer -> IT Technician -> Senior Engineer -> Director. This incentivises people to actually play the roles and try to progress, as they actually can unlike right now.
  • Gives these jobs a more sensible amount of things to actually do as part of their base gameplay
    • Right now, IT Technician is only CL1, and can only fix terminals, so they have basically nothing to do. Ideally, they would be able to do more overall, but giving them access to CL2 areas and CL3 offices would noticeably increase the amount of terminals they have access to. Similarly, giving Senior Engineers access to most SCPs would both give them a lot more to repair, and give them a lot of places they can do RP with.
  • With these jobs now actually being viable for roleplay, this would open a whole new department and type of roleplay for people
    • More variety for a small change

Possible Negatives of the suggestion:
  • Literally none.

Based on the Positives & Negatives, why should this suggestion be accepted:
This would have significant benefits and open up a lot of opportunity for roleplay and progression for a relatively very small amount of work.

You know as well as I do that 99% of the time, this is generally not possible - Pedantry aside, I can think of one potential, pertinent issue which may prove fatal here, not only related to the implementation of E&TS as a fully-fledged department, but also as what would be a lingering issue overall, which would be the further diluting & spreading out of the playerbase;

I think that, not a majority, but rather a significant contributing factor to the reason why E&TS is the way it is right now, is because it's kind of, I want to say 'off to the side' or 'out of the way,' but that's not quite right. I think that because it's not a department with a structure that enforces regular roleplay in the same way that say, DEA or Medical are, that every other department is kind of doing... I mean, not really fine, but like, fiiine? Ish? Sub-fine? I mean, some are definitely faring better than others, but you get what I mean, in terms of things like activity, availability, doing things around the site and such. I mean, this might just be a completely unfounded concern, which I didn't really have in previous suggestions & discussions about this, but for some reason now I get the distinct feeling that making E&TS a department proper would be kinda like trying to cram another book into a full bookshelf? It's not exactly a functioning analogy, but hopefully you get what I mean. There's already a lot of departments that people can dedicate time and effort, to which a lot are already struggling, especially in terms of needing good people willing and able to put the time and effort to create cool and fun roleplay, etc. So by making E&TS into a department that's more than just "these three jobs that people flag onto when they're needed," with actual organisational structure and similar levels of needing effort and/or time commitments and a department Director to run said structure... Ehhhh? Eh?

I mean, I still think there is a place for E&TS roleplay and that this is generally something that should be constructively improved upon - I agree that closing the development of this as unwanted is questionable, but that depends on if it's unwanted by the community, which is not only patently false but also kinda just doesn't make sense given the amount of engineering and engineering-related suggestions over the past several months as well as related mechanics in the works? But unwanted by staff is a different matter, if anything I said above is relevant to the further elaboration on that.

Another thing I could think of is, after implementing this and E&TS effectively becomes a sort of barebones department with everything necessary to be a department ala other Foundation departments, it unfortunately just ends up... Not being engaged with and goes from 'the minge jobs' to 'the minge department.'

Really no need unless you give the same treatment to other reactionary jobs like chef .
It's a decent idea but unless you dedicated more content to it, people will just treat it the same way it's treated now.

Among adding to job bloat and being a large rework requiring a decent amount of dev time, we currently believe this just isn't needed as has been discussed in prior content meetings. The player base and demand for ETS jobs isn't high enough to warrant this level of addition.
