Expanding the Role of MC&D within SCP-RP

What does this suggestion change/add/remove:
[This suggestion would change how MC&D interacts with other GOI's within the server. In order to do so MC&D would have to be allowed to kidnap & kill GOI personnel, only with the express purpose of maintaining their cover while attempting to steal anomalies. I understand that S.L wish to have them only be weapon salesmen. However for being behind a $100.00+ USD paywall it shouldn't be a cheap surface MTF team. MC&D are allowed to steal anomalies, but are restricted on how to do so to the point it's impossible to accomplish unless it's an inanimate or safe anomaly. As well as being able to kill or kidnap personnel for the purpose of maintaining cover, that they also be able to disguise as people in order to actually make their way into the facility undetected. This would add another level of pressure to GOI's to enforce things like code words, surveillance, and or patrols to deter us from stealing important anomalies.]

Has something similar been suggested before? If so, why is your suggestion different?:
[I did make a content complaint more recently, when the suggestions were closed but was told to re-open this here when suggestions were back. | Not much different besides the detail and reasons I put into it.]

Possible Positives of the suggestion (At least 2):
[Factions would have to be more aware & cautious of what is going on around them. (Giving Leadership roles more to do.) MC&D would also have a lot more to do besides chase down 8854 and 323 & sell energy weapons. Also expanding the potential for MC&D to work together with the other GOI's.]

Possible Negatives of the suggestion:
[It might add a bit more stress to GOI's in regards to having to look out for MC&D thieves. It would also be new and some people might have trouble getting the hang of it. It also might increase the risk of breaking the Veil - potentially giving Parawatch more interesting things.]

Based on the Positives & Negatives, why should this suggestion be accepted:
[Based on the Positives and Negatives, MC&D as well as other GOI's would probably all benefit from these changes. Chaos & UNGOC could have an alternative way of obtaining anomalies and samples otherwise restricted to them by treaties or agreements. MC&D would have a lot more to do besides go AFK while awaiting permits to come down and sell weapons. MC&D will still not be allowed to breach anomalies. "Outside of stealing them" Maintaining a balance on server health.]

(y) I love this idea! I always thought MC&D and its current state is only good for job abuse lmao. This would make MC&D more interesting AND add some more things for every faction to do when it comes to security rather than only worrying about CI and the one parawatch that just does goofy stuff

(y) This is an amazing expansion idea for MC&D would love to see it in action and have the chaos emerge from such activities! In lore they do steal and sell anomalies so why not also have them do such as well in SCP-RP? would be a real good quality change.

Had to sleep on it ngl, to not spill out 5 pages of text. In short, it may get rid of a lot of issues with MC&D both IC and OOC (the gray line that is "fight only in self-defense" and what counts as one), while making MC&D more useable and fun. While it may and most likely will cause some other issues, like turning MC&D from more passive RP to more of a combat/DC role. I know that "turn MC&D combative" and "give MC&D spy cards" were denied in the past, but I think that it's still worth a try at least. It's been 3 years of waiting for those "big MC&D plans"
PS: Still thinking that killing for keycards is a no no

I always saw MC&D as more SPY-ish organisations in lore. they were intelligence traders and they stole scps all over the world. them having ability to more easily infill without needing to use 914 will open some new doors in infilling other GOI. it will cause some problems such as other GOI becoming more cautious of us and more hostile over all. but with how MC&D gameplay loop now easily getting stale, this change could fix that.
 
Whilst I believe MC&D should have a few minor content updates, I dont think MC&D needs anything big or a focused update. It rarely ever has more than 1 person on it and its a 3 person max job. If it gets some of these updates, it could very well evolve into a £80 VIP parawatch job that people use to steal info & keycards then scream over open comms, which is my most major concern. Or, they just sell metagamed information and claim they had it when they spawned in.
 
After thinking for a bit I decided that I will just most likely create a disgussion on forums or something about all things MC&D, Its ups and downs, story so far and the issues ofc since I can't possibly cover one without covering another and I feel like a lot of things are going to be left out/misunderstood if I don't and this comment would be 5 times larger than this suggestion (Gimme a like if you want to see this, or talk shit/angry reaction if you don't)
