What does this suggestion change/add/remove:
The ability for filing cabinets to have overrides, exactly how keypads currently can have overrides for certain classes. For example, say E-11 wants all of their operatives to be able to access a filing cabinet to file incident reports or other such documents, but given their knowledge of SCP-008, some of the information would be CL4, and need a CL4 filing cabinet. Currently, only CO's would be able to access that filing cabinet. This would allow CL3 members of E-11 to access the cabinet if the override were set to allow it.
Another example, RA cabinets for A-1 on the US server. Currently, Site Advisors+ can submit requests for chemicals to RA. However, given some of the chemicals are themselves CL4, the cabinets are CL4. This prevents all non-NCO members of RA from being able to check the cabinets due to CL4 only being for NCO+ AO. While I can't speak for O-1, I'm sure there are instances where enlisted O-1 members would like to be able to use their cabinets, and are unable to due to them being CL4.

Possible Positives of the suggestion (At least 2):
Ability for more people to submit/read relevant documents into/from higher level cabinets, permits more opportunity for shared documents without restricting the cabinets based purely on keycard level.
Allows higher-classification documents to be shared with members that may have the information access needed to read it, but may not have the keycard level required to access the cabinet.
Possible Negatives of the suggestion:
Dev time.

This suggestion would allow for further interaction between CL4 and CL3 through the filing cabinet system, and would remove one of the biggest current headaches that the removal of CL4 from AO enlisted caused. ( I want my filing cabinet rights back. )
