What Ethics Committee role are you applying for, and why:
I am applying for Ethics Committee Member because I am passionate about Ethics as a whole and its interactions with other departments. I find the contradictory and often uncomfortable nature of a body that regulates ethics being present in a horrific place like Site-65 extremely interesting. I believe it presents a lot of engaging angles to approach things that other departments or regiments may miss, and it gives players a multitude of ways to expand their own thoughts on the goings-on of the site through a more "moral" lens. I have really enjoyed my time as an ECA, but I often find myself held back from the things I want to do and situations I want to create due to my ranking, and I want to try something a little bit new. I think the sinister underlying nature of site command, especially the Ethics Committee, is often understated, and I would love to explore that more while also interacting with more departments.
I also enjoy the large-scale operations that Ethics often orchestrates and would enjoy creating some of my own. Undergoing investigations on individual people or entire regiments opens up many opportunities on each side for internal and external counterplay. The Ethics Committee is in one of the best positions to create expansive operations that include everybody on site in engaging storylines due to their pervasive nature in nearly every task the Foundation carries out.
What makes you the best candidate for the Ethics Committee?:
Besides the current Ethics Committee Members and O-1 themselves, I am the most familiar person on site with the current workings and procedures of the Committee, as they exist today. I have been an Ethics assistant and prioritized this role for 5 continuous months, and involved myself as much as possible with the tasks of an ECA and mirroring the current ECMs. Regardless of whether there are Ethics Members on site, I respond as much as I can to anybody who needs assistance with ethical matters, and take my time consulting with them. I collaborate well with other departments to reach solutions and discover the root of issues while also weighing my own responsibility as an upholder of the CoE.
It's true that if you disregard everything but my previous ranks in this application, I might not seem like the most likely candidate. However, when you take into account my experience with the current state of the Ethics Committee and how it operates on site, you'll find nobody more suited in that regard. Considering the way I handle myself during the multiple times I've been handed large responsibilities or a great amount of power, I've proven I am up for this role. I keep a level head while also accounting for my own character's allegiances and moral compass when handling any situation that comes my way, while helping develop the storylines of everybody I interact with. You'll often find me as the first person to arrive at events on site, participating in and extending them to others to the best of my ability, and working to create my own scenarios with the assistance of GMs and the creativity of other players. There are so many incredible experiences to be had on this server, and I would take this opportunity to let them shine.
What are the responsibilities of the Ethics Committee in RP?:
The Committee ensures that every task the Foundation carries out, whether it be with testing involving D-Class or site staff conduct, sticks by the ethical guidelines they've laid out. They ensure everybody is treated as fairly as possible, while also understanding that a certain threshold of loss of life is to be accounted for due to the duties of the Foundation and the burden they carry to shield the rest of humanity from the atrocities they contain. This empowers them to weigh the pros and cons of certain testing, determining if a certain procedure is allowed to go outside of the typical boundaries in order to move the Foundation forward. (AKA, authorizing high-level SCP tests and crosstests, and also unique experiments that involve unusual chemical testing or more D-Class than usual.)
In scenarios where the CoE is broken, the EC is responsible for ensuring the offenders are prosecuted and that another violation doesn't happen again. This often involves them working with ISD and judging Tribunals. They manage and oversee the Internal Security Department, ideally working closely in collaboration with them to discover CoE, FLC, and CoC violations, while also keeping the department in check with audits. The Ethics Committee can also work to revise the CoE and FLC when it is called for.
They issue orders to Omega-1 and ECAs to investigate various matters and carry out the members' orders on a larger scale than one person could accomplish on their own. This also includes giving the ECA's and O-1 interesting tasks to achieve, keeping engagement up in both parties, and encouraging collaboration. Beyond just these groups, they also work to create interesting scenarios for every department on site.
They work with departmental leaders and Site Administration to keep open communication between the groups and ensure each department is running as it should. In times when it's not, they may be responsible for managing complaints.
When breaches get bad, they can authorize AA, call code blacks, and even nuke the site if the severity calls for it.
The Committee also collaborates with the O5 Council occasionally to make large decisions. It is important for the members to manage relations with both O5 and A-1 and consider what's engaging for both regiments when picking shared activities. Often, the two sides will come to a head, and it is the ECM's responsibility to think critically and resolve issues despite their differing ideologies.
What are the responsibilities of the Ethics Committee out of RP?:
They determine the DoISD, accept or deny Ethics Assistants, and discuss with the Chairman on ECM applications. They're also responsible for server health when it comes to the location and length of AO wars when they're involved and on-site.
Please give some lore about your Ethics Committee character and what storylines they would be involved in:
Instead of the more conventional google docs link, I'm going to share some of the art pieces I've made in chronological order of my characters storyline and explain what events lead up to and proceeded each one.

I started the server in the medical department, and medicine, particularly psychology, plays a very important role in Frances' life. She has performed hundreds of psychological evaluations and heard stories that have stuck with her forever. She approaches situations from a uniquely clinical lens due to her background, and utilizes her skills as a psychologist and surgeon more often than you'd think in the Ethics Committee.

People die in the Foundation. She learned that quickly. In order to cope with losing patients to factors outside of her control, she adopted a more callous view of her peers, devaluing them in her mind before they could affect her. In tense situations, she often takes on an apathetic and flat tone to deflect her true emotional investment. She likes to think she doesn't care, that the people around her don't matter, but it's all a fragile front.

Her introduction to O-1 was not a pleasant one, though she would not remember if you asked. Over-investment (disguised as a detatched professional interest) in the lives of the people she treats and what caused their pain often lead her to places she shouldn't see, to things she shouldn't know. This would not be the last time she was punished for investigating too far, but how could she learn when they make her forget every time?

Her decision to join the Ethics Committee as an assistant was not made lightly. Though she had no recollection of the injustice done to her by their hands, the very idea of them made her sick in a way she couldn't ignore. Unfortunately, she's never one to let things go. Fear led to curiosity, curiosity led to friendship, and before she knew what happened, she was a cog in the very entity that put the pit in her stomach. Every torture she watched felt like deja vu. Eventually, she was the one ordering the "interrogations."

Frances Grey is a finely calculated machine formed by years of negative reinforcement. Her facade is nearly flawless, and she is determined to make the best of her situation. Sometimes, she even manages to convince herself that she was meant to be here all along. What she doesn't know can't hurt her, but she can't resist knowing.
