Denied Give Investigator ISD Placer

What does this suggestion change/add/remove: Give Investigator the ISD Placer tool so we can set up fences.

Has something similar been suggested before? If so, why is your suggestion different?: No

Possible Positives of the suggestion (At least 2): Investigators can set up proper checkpoints, Makes it so we dont need to bother an Inspector to set down fences.

Possible Negatives of the suggestion: None

Based on the Positives & Negatives, why should this suggestion be accepted: We are a whitelisted role, there is no reason for us not to have this tool.

@GMAN0289 so give E-11, nu-7, o-1 and A-1 the tool as well all departments have responsibility for CP`s in certain areas.
