Partially Accepted Grenade Launcher Re Balance

What does this suggestion change/add/remove:
1: Change the CI grenadiers grenade launcher to a break action or 1/2+1 Launcher
2: Add a grenade launcher to NU7's armoury (of similar quality) or make the supply drops easier<br><br>
Has something similar been suggested before? If so, why is your suggestion different?:
I am unsure if its been formally suggested, but i believe i may have a new take on it
Possible Positives of the suggestion (At least 2):
1: It might "organically" balance it, vs needing to put restrictions on where ammo can be picked up etc
2: It might make the thing less "spammable"
3:It might make it easier to foundation to clear out CI with their own launchers in the chokepoints when they raid <br>
Possible Negatives of the suggestion:
It might make the job less appealing
It might reduce the CI win rate for raids.
It might make the foundation do what CI does to the foundation on their base or GOC base in raid's
If its added to armoury, it might make re-containing SCP's too easy.
<br>Based on the Positives &amp; Negatives, why should this suggestion be accepted:<br>
I belive the current implementation of the launcher is flawed, this should hopefully make the Grenadier role still have a sting but not be easily spammable.

As far as i am concerned if everyone decides to cram themselves into a small room, they deserve death by grenade, but i think the CI win rate for hacks has gone up due to it, and the foundation doesnt really have a viable counter plus when the bullet shield stops grenades, it might make the foundation having access to them less of a issue in CI raids.
