Denied hostage negotiation rules as d-class

What does this suggestion change/add/remove:
add some rules for d-class taking hostages and foundation negotiating for them back as right now anyone can just rush in and try and kill the d-class without taking reasonable steps to negotiate for the hostage which ruins the rp
some rules are below

- D-class can ask max for 5k FOR EACH HOSTAGE (as they are death row inmates they have nothing to buy in prison)
- Foundation must make an effort to negotiate for the hostage back before attempting to kill the negotiaters/endangering the hostage's life (this rule doesn't apply if the hostage is cl1)
- Entering d-block to become a hostage willingly should be fearrp (entering d-block with no reason is already failrp i think)
- After the negotiation is done, gensec may attempt to kill the d-class that had the hostage (OR they can't kill the d-class, whatever you choose)
- D-class may only keep a hostage for 15-20 minutes before they must release or kill them

Possible Positives of the suggestion (At least 2):
- D-class RP with hostages/etc
- gensec can have something to do
- hostage attempts by d-class aren't ruined

Possible Negatives of the suggestion:
- d-class could keep getting hostages which would annoy foundation

Based on the Positives & Negatives, why should this suggestion be accepted:
It would improve the RP with the server and make mini events with d-class and gensec and such

There literally is no way to rp with d Class.

Since its filled with new players a Level 1 will buy a knife and stab him making it impossible

1. D Class RP is basically impossible, both Ways
2. If they did decide to do this this is literally just the Hostage Rules but Nerfed (imagine having O5-1 and max is 5k :skull:)
3. This already exists. Its FearRP to just rush in

did some tests with taking hostages as d-class, it actually is impossible because some random d-class comes with a knife and kills him for the keycard, so i'd like this suggestion to be denied
Told u. Literally impossible in the exact way I said it
