I think he means a compiled list of commands like /me, /it and such

Usually every rule on the server is located here https://civilnetworks.net/community/forums/rules-information.6/ ,but there are some instances where staff can decide on the spot if the action you did is punishement worthy after consulting with more senior member of the team.
