If you have a CL3 card just get it from the dispenser and then train on hacking in the training room

get a clearance level 3 access card, press E on the machines on the walls. dispense a 'Te-5'

If you wanna practice hacking just hop on CI recruit, then google some cyberpunk hacking tutorial or someshit

Get a CL3 by killing IA then go to HCZ and find any dispenser press E and go to the bottom, then go to lower hcz and eventaully you will find scp 008 there you can get good at hacking level fives and fours
