Rule Suggestion Increase Sampling limits for GOIs

What does this suggestion change/add/remove:
This rule simply changes that for GOI's (CI, GOC and MC&D) gets their sampling limit for SCPs found in foundation to be increased to 5 or 6L. This is because as a GOI it is way harder to get samples then hopping on foundation and getting 3L very easy. Maybe even increase the amount allowed to sample if the SCP is in the GOI's base to 6 or 8L. (This would not include SCPs found on surface as they are way easier to sample then SCPs found in the foundation.)

Has something similar been suggested before? If so, why is your suggestion different?:
People have asked for general increase in sampling limits but not for specifically GOI's.

Possible Positives of the suggestion (At least 2):
-More reason to raid for samples for GOI's
-More activity within GOI's
-Possibly more RP scenarios (EX: DC needs to get approval to samples a SCP form SA so he can keep his cover.)

Possible Negatives of the suggestion:
-Increase in chems being made.

Based on the Positives & Negatives, why should this suggestion be accepted:
Overall this suggestion would give GOI's to have more activity and GOIs would have some type of a upper hand against foundation when it comes to samples.

I see your point but at the same time, there is no reason to play CI if you want samples. i can just hop on DEA and spend a hour less on trying to get samples rather me playing on CI and getting into foundation, sneaking pass people and getting everything i need to sample. And DEA in that time frame of CI getting all they need for sampling can get like 5 times the samples. (this is not including all of foundation bc nobody is keeping track of how many samples are being taken. The only people that get tracked on how many samples that get taken is CI/GOC bc there is way less people to keep track of.)

Honestly, I just dislike the fact that sampling/chems has become such a massive part of the server that people feel like they always need to have chems. The majority of sampled chems aren't needed for most interactions but people act like they are, but also I think that if CI wants to use chems for their combat, they should have to get those chems while playing as CI - which most don't (for obvious reasons, I can't blame them tbh).
