Content Suggestion ISD Director Comms Restriction Access

What does this suggestion change/add/remove:
This suggestion is aimed at allowing Internal Security Directors to disable comms access to site personnel much like Site Administration and Site Command are able to. If the Internal Security Department are expected to help contain information breaches, having access to remove personnels comms would be very helpful. However this can be used for more then just containing information breaches. It could be used for going after and detaining HVT, removing their ability to cause distress in comms. It could be used for masking operations such as bunk raids, preventing word from spreading obstructing ISD from doing their duties. It could also be used to prevent detainees filling communication channels with random, unneeded noise over the channels.

There are many applications this system can be used for and I believe it is not being used as well as it could be. Furthermore there have been cases where communications have not been given back and there is no one on site availible to rectify the issue.

Has something similar been suggested before? If so, why is your suggestion different?:
Yes, before Metro added the system into the personnel tablets something was suggested, either by myself of Zen describing exactly what the tablet can currently do.

The differences in my suggestion and previous suggestions is the system being in place already, only requiring a VJE flag to be changed. And time, this has not been suggested in a long time and, in my opinion, has been forgotten about until recently where usage has been seen by the O5 on SCP-RP UK.

Possible Positives of the suggestion (At least 2):
- Realistic approaches to information breaches
- Improves ISDs operational effectivness allowing matters to be dealt with in a more in-character fashion opposed to calling staff to mute someone
- More usage of a feature which should have more attention, especially in the SCP Foundation

Possible Negatives of the suggestion:
- Internal Security Directors having access to cut peoples comms
- More usage could mean more issues such as one of my points being the forgetting to return comms to individuals

Based on the Positives & Negatives, why should this suggestion be accepted:
I think this suggestion should be accepted to give more realism to ISD. Being the Internal Security Department who wait in the shadows before going after their target this makes sense for ISD to have such a utility. This is one of the features on the server with more RP potential then many believe and is currently fading away much like the usage of CCTV cameras and realms.

Some may say "just call O5/Ethics/SA" much like I often do however that requires the personnel to be availible to remove and give usage of comms as and when requested. It also requires quick actions in most cases as opposed to waiting for a response from such personnel eventually leading to such delays the targets get away or are detained in a messy way and are set free anyway.
 
The feature imo was just forgotten about and never properly expanded upon to others as it should have been, it should never have been just site advisor+ or even just ISD director+ at that matter, but I see a few problems with the comms cutting system. It very often breaks and people have to rejoin the server to get their comms back, even if AOD or SA+ reenables it after death or something, it will stay disabled due to a very very common bug with the system. Even if you die, it stays disabled, so until these core problems are fixed, I dont think this is viable. I've seen people use an open comms message instead of the system as it works just as well, but doesnt have a hard disable.

Otherwise, I am fully in support of this if the aforementioned bugs are fixed.

Personally from looking at the feature it's only half implamented.

I do think it should be modified to the following (as suggested in the post)
- Department leads have access to their own departments
- DoISD and DoEA should have access to turning off all department coms bar AO/SC/SA

However from using the system there's a few things broken with it. (or just buggy)

1. When coms are deactivated by someone, Anyone else who is looking at the list will see them as active
2. If someone's coms are reactivated by someone who sees them as turned off, Unless their list is 100% correct at the time, it won't go through.
3. Please god remove that stupid thumb from holding the tablet it hides the scroll bar and you've gotta play 10 thousand clicks bingo
4. You have to scroll to the top of the list to exit out to "refresh" the list
